Our Staff
Program Director
Jason Toro is responsible for the development and implementation of the Training Academy and supervises training and support staff. He has over seven years of program development and management experience in workforce and leadership development, community health and educational settings. Jason holds a bachelors degree in Organizational Behavior & Leadership from the University of San Francisco.

Training Specialist
Dennis Gallegos develops and facilitates TAPCA’s training programs, including the Personal Care Provider Basic Training course and continuing education courses. Dennis has 25 years’ experience working in a variety of health care settings. He holds a Bachelor’s degree in Therapeutic Recreation from San Jose State University.

Training Specialist
Morela Madriz-Ray develops and facilitates TAPCA’s training programs, including the Personal Care Provider Basic Training course and specialized training in paramedical skills. Morela has 13 years’ experience working in a variety of healthcare settings, including as a medical doctor in her native Venezuela. Morela holds an evaluated degree comparable to the U.S. Doctor of Medicine from the University of Carabobo, Valencia, Carabobo, Venezuela and is currently completing the necessary requisites to have her medical doctor licensure recognized in the U.S.

Training Specialist
Edith Bello-Estrada has worked for over five years as a life skills instructor with clients with special needs. In partnership with the TAPCA training department, Edith develops and facilitates TAPCA’s training programs, including the Personal Care Provider Basic Training course. She is a Certified Nurse Assistant and has practical nursing experience in acute care and convalescent facilities. Edith has worked with IHSS Public Authority since January 2009.

Support & Retention Coordinator
Willie Andrades provides follow-up support and individualized training for TAPCA graduates. Willie worked with the IHSS Consortium for six years as a Home Care Worker and a Peer Mentor, and most recently as a Support & Retention Coordinator with TAPCA. He holds an Associate degree in Psychology from City College of San Francisco.

Program Assistant
Rebecca Streicker-Calle is responsible for providing assistance and support of TAPCA’S day to day operations. She has over three years’ experience assisting in a variety of capacities in the education and non-profit sectors. She holds a Bachelor’s Degree in History and Spanish from the University of California, Davis.
